When do veterans hire a lawyer or claims agent?

For an initial claim, most veterans don't need to pay anyone — accredited VSO representatives prepare and file claims for free. Attorneys and claims agents usually get involved after a decision: denials, low ratings, effective-date disputes, and appeals to the Board of Veterans' Appeals or federal courts.

Accredited representatives may generally only charge fees for work after VA issues an initial decision on a claim, and fees are typically a percentage of back pay — VA presumes fees of 20% or less reasonable, and fees above one-third unreasonable (38 C.F.R. § 14.636). Anyone charging you to prepare an initial claim, or who isn't on VA's accreditation search, is a red flag.
